Negotiation.
Car passed. Negotiation: what to do?
So you have searched, got a translation, and bid on a vehicle …. and you hear it has “passed” close to your bidding price. On second thoughts, you think it may be worth just a little more than your bid, so you request us to “negotiate” for you. Depending on the auction, the negotiation rules are different, sometimes VERY different. So we made this guide to help you understand Negotiation and WIN the negotiation if you are desperate!
Here are the basic rules of negotiation.
A negotiation fee applies. A negotiation fee of 10,000 JPY will only charged if you are the WINNER of the negotiation, and purchased the car this way. If your negotiation did not succeed, you won’t need to pay for this. We only charge for what auction charges us for the negotiation.
There are auction rules. After a car has passed in the auctions, you are allowed to negotiate, however, you must negotiate according to the rules of the auctions. This means in USS auctions you must negotiate at least 30,000 above the pass price. Other auctions, we ring and ask what price the seller wants to start negotiation from. Other auctions it is 10,000yen above the pass price. Every Japanese used car auction has its rules, and there is no compromise between those rules. You can see all the details of each auctions at the bottom of this article!
Who gets to negotiate first? Order of negotiation. You may be willing to negotiate higher than another bidder. However, if the other bidder has their negotiation in BEFORE you, they have buying rights OVER you. So the speed by which you tell us to negotiate will work in your favour.
Time Limits. Some auctions allow up until 12pm the following day for negotiation. However, if the auction can not contact the seller, there is no negotiation. Other auctions in Japan only allow until the end of the auction and others only a certain amount of time after the car passed. This means if you are keen on the car… NEGOTIATE QUICKLY!
There is no going back. Unlike most purchases in the Japanese used car auctions, where you can cancel a car purchased (for a big fee!) within the first hour of purchase or sometimes before the auction closes, negotiated cars can not be cancelled. You negotiate it, you own it, period.
Rules for each auctions.
As mentioned before, each auction has different rules for negotiation. You can read here more details about how each auction sets up the rules around Negotiation.
USS Auctions: The negotiation price is “often” set before the auction by the seller. This may be close to the passed price, or waaay above the passed price. We find this price out by ringing the auction and asking for the negotiation price. The negotiation price MAY have gone up BECAUSE a previous company had also started negotiation, and no agreement was reached. As the 2nd company starting the negotiation, we start at the point the previous company stopped. For example a car passes and negotiation starts at 500,000 yen. When we ring the auction for the negotiation start price, they now tell us it is 700,000 yen! This is because a company before us had negotiated up to this price and then stopped. We start negotiating from where they finished.
TAA Auctions: The negotiation price usually is 30,000 yen above the passed price. Exceptions exist. Some TAA auctions start a little lower.
JU Auctions: The negotiation price is between 10,000 and 20,000 yen above the passed price.
LAA auctions (Now part of TAA): Depending on the passed price, between 10,000 yen and 30,000 yen above the passed price.
Bayauc/MIRIVE auctions: 30,000 yen above the passed price
Isuzu auctions: between 10,000 and 20,000 yen above the passed price of the vehicle.
NAA auctions: 20,000 above the passed price of the vehicle
ZIP (foreign car specialist auctions): 30,000 yen above the passed price
CAA auctions: depending on the value of the car: cheap cars that passed for less than 200,000 yen, the passed value plus 10,000 yen. For vehicles that passed over 200,000 yen, the passed value plus 20,000 yen. Again there are exceptions.
Conclusion…
"In business, as in driving, it’s all about how well you negotiate the turns." I hope you got the pun, and have fun with the bidding!

Q&A
-
What does it mean when a car is marked as “passed” in an auction?
-
When a car “passes” without selling, it means no bids met the reserve price. Buyers then have the option to negotiate directly with the seller at a price slightly above the pass price, depending on auction rules.
-
Are there fees associated with negotiation?
-
Yes, a negotiation fee of 10,000 yen is charged only if the negotiation is successful and the car is purchased. If the negotiation doesn’t result in a purchase, there’s no fee.
-
What are some differences in negotiation rules across auctions?
-
Different auctions have unique rules. For example, USS requires at least 30,000 yen above the pass price, while JU may only require 10,000 to 20,000 yen over. These set increments vary by auction.
-
How is the order of negotiation determined?
-
Negotiations follow a first-come, first-served basis. If another bidder submits a negotiation request before you, they have priority even if you’re willing to bid higher.
-
Can a negotiated car purchase be canceled?
-
No, once a car is purchased through negotiation, it cannot be canceled, unlike some auction purchases that allow cancellation within a short period.
